The Western Cape Government is looking for an individual to manage the implementation of SCOA compliant financial systems for municipalities in the Western Cape. This position is available for a 3 year contract period.

Job Title: SCOA Programme Manager (3-year contract position)

Minimum Requirements

  • Appropriate 3 year qualification in IT related field;
    • 6 years relevant management, technical and project management experience in the field of Technology based programme management.

Recommendation:

Extensive knowledge and practical experience in developing and implementing public finance management reform initiatives;

  • Extensive experience in Project Management.

Key Performance Areas

Develop and implement the SCOA strategy and related policies, SCOA project governance, compliance and change management models;

  • Establish and maintain a local government SCOA vendor management framework;
  • Establish, maintain and provide logistical support for various local government SCOA Forums;
  • Training all stakeholders on the functionality and technical aspects of the SCOA classification framework;
  • Financial and personnel management.

Competencies

Excellent communication skills (verbal and written) especially fluent in spoken and written English;

  • Excellent report writing skills;
  • Planning and organizing skills;
  • Advanced computer skills in MS Word, Excel and PowerPoint.

Remuneration: R 630 822 – R 743 076 per annum (all-inclusive salary package), Level 12
